To expedite under the National Environmental Policy Act of 1969 and improve forest management activities on National Forest System lands, on public lands under the jurisdiction of the Bureau of Land Management, and on Tribal lands to return resilience to overgrown, fire-prone forested lands, and for other purposes.

To reauthorize the Bureau of Reclamation to provide cost-shared funding to implement the endangered and threatened fish recovery programs for the Upper Colorado and San Juan River Basins.

To require a Federal science strategy for monitoring and detection of methane, and for other purposes.

To require each agency to evaluate the permitting system of the agency, to consider whether a permit by rule could replace that system, and for other purposes.

To direct the Secretary of the Interior to convey to Mesa County, Colorado, certain Federal land in Colorado, and for other purposes.

To prohibit the Secretary of the Interior from implementing the Draft Resource Management Plan and Draft Supplemental Environmental Impact Statement for the Colorado River Valley Field Office and Grand Junction Field Office Resource Management Plans.
