Designating October 1, 2025, as Energy Efficiency Day in celebration of the economic and environmental benefits that have been driven by private sector innovation and Federal energy efficiency policies.

To amend chapter 77 of title 5, United States Code, to ensure timely rulings by the Merit Systems Protection Board on appeals by Federal employees and applicants for employment.

To suspend the enforcement of certain civil liabilities of Federal employees and contractors during a lapse in appropriations, or during a breach of the statutory debt limit, and for other purposes.

To amend the Internal Revenue Code of 1986 to waive certain penalties for affected Federal employees receiving a distribution from the Thrift Savings Plan during a lapse in appropriations, and for other purposes.

No Argentina Bailout Act

To allow penalty-free distributions from retirement accounts in the case of certain Federal contractors impacted by Federal Government shutdowns.

To provide back pay to Federal contractors, and for other purposes.

Scam Compound Accountability and Mobilization Act

Recognizing the month of October 2025 as Filipino American History Month and celebrating the history and culture of Filipino Americans and their immense contributions to the United States.

To amend section 303 of the Social Security Act to require States to provide unemployment compensation benefits to Federal employees during a government shutdown, and for other purposes.

Expressing support for the designation of the week of September 20 through September 27, 2025, as National Estuaries Week.

To amend the Employee Retirement Income Security Act of 1974 to require a group health plan or health insurance coverage offered in connection with such a plan to provide an exceptions process for any medication step therapy protocol, and for other purposes.

To impose sanctions with respect to the shadow fleet of the Russian Federation, and for other purposes.

Expressing support for the recognition of September 22, 2025, to September 28, 2025, as Asian American and Native American Pacific Islander-Serving Institutions Week.

Recognizing the 74th anniversary of the signing of the Mutual Defense Treaty between the United States and the Philippines and the strong bilateral security alliance between our two nations in the wake of escalating aggression and political lawfare by the People’s Republic of China in the South China Sea.

To prohibit the use of appropriated funds to eliminate, consolidate, or otherwise restructure any office within the Department of Education that administers or enforces programs serving individuals with disabilities.

To prevent harassment at institutions of higher education, and for other purposes.

Designating September 30, 2025, as Impact Aid Recognition Day to recognize and celebrate the 75th anniversary of the establishment of the Impact Aid program.

Calling on the President to recognize a demilitarized State of Palestine, as consistent with international law and the principles of a two-state solution, alongside a secure State of Israel.
