To amend title 18, United States Code, to prohibit a person who fails to meet age and residential requirements from shipping, transporting, possessing, or receiving firearms and ammunition, to increase the penalties for transfer of a firearm to any person who is under indictment, and for other purposes.

To establish the National Center for the Advancement of Aviation.

To amend the Omnibus Crime Control and Safe Streets Act of 1968 to provide for additional grant amounts for protection against mass violence.

To amend title 18, United States Code, to prohibit the sale or other disposition of any firearm or ammunition to any person who has been convicted of a violent misdemeanor, and for other purposes.

To amend title 18, United States Code, to prohibit a Federal firearms licensee from selling or delivering certain semiautomatic centerfire rifles or semiautomatic centerfire shotguns to a person under 21 years of age, with exceptions for active duty military personnel and full-time law enforcement officers, and for other purposes.

To establish a grant program in the Bureau of Consumer Financial Protection to fund the establishment of centers of excellence to support research, development and planning, implementation, and evaluation of effective programs in financial literacy education for young people and families ages 8 through 24 years old, and for other purposes.

To establish a program to make grants for the establishment of prison libraries.

To amend the Revised Statutes to remove the defense of qualified immunity in the case of any action under section 1979, and for other purposes.

Recognizing the duty of the Federal Government to create a Green New Deal.

To provide standards for facilities at which aliens in the custody of the Department of Homeland Security are detained, and for other purposes.

Expressing support for the designation of the week of April 9, 2023, through April 15, 2023, as National Young Audiences Arts for Learning Week.

To amend the Religious Freedom Restoration Act of 1993 to protect civil rights and otherwise prevent meaningful harm to third parties, and for other purposes.

To require full funding of part A of title I of the Elementary and Secondary Education Act of 1965 and the Individuals with Disabilities Education Act.

To reduce exclusionary discipline practices in schools, and for other purposes.

To establish the right to counsel, at Government expense for those who cannot afford counsel, for people facing removal.

Condemning the expulsion of two Black, duly elected Tennessee Representatives as a blatant act of racism and an attack on the democracy of the United States and observing that the Tennessee House of Representatives preferred to take this action of expulsion rather than to act on gun control measures to protect children.

To direct the Administrator of the Federal Aviation Administration to enter into appropriate arrangements with the National Academies of Sciences, Engineering, and Medicine to provide for a report on the health impacts of air traffic noise and pollution, and for other purposes.

To amend chapter 44 of title 18, United States Code, to strengthen the background check procedures to be followed before a Federal firearms licensee may transfer a firearm to a person who is not such a licensee.

Recognizing that it is the duty of the Federal Government to develop and implement a Transgender Bill of Rights to protect and codify the rights of transgender and nonbinary people under the law and ensure their access to medical care, shelter, safety, and economic security.

To protect a person’s ability to determine whether to continue or end a pregnancy, and to protect a health care provider’s ability to provide abortion services.
