To authorize the National Medal of Honor Museum Foundation to establish a commemorative work on the National Mall to honor the extraordinary acts of valor, selfless service, and sacrifice displayed by Medal of Honor recipients.

To amend the Internal Revenue Code of 1986 to restore the deduction for research and experimental expenditures.

To amend the Internal Revenue Code of 1986 to improve and promote transparency, efficiency and operational integrity of the Internal Revenue Service, and for other purposes.
