No Tax Breaks for Union Busting (NTBUB) Act

To amend the Internal Revenue Code of 1986 to allow workers an above-the-line deduction for union dues and expenses and to allow a miscellaneous itemized deduction for workers for all unreimbursed expenses incurred in the trade or business of being an employee.

To provide Federal-local community partnership construction funding to local educational agencies eligible to receive payments under the Impact Aid program.

To provide counsel for unaccompanied children, and for other purposes.

To amend part B of the Individuals with Disabilities Education Act to provide full Federal funding of such part.
