To amend the Internal Revenue Code of 1986 to eliminate tax loopholes that allow billionaires to defer tax indefinitely through planning strategies such as buy, borrow, die, to modify over 30 tax provisions so that billionaires are required to pay taxes annually, and for other purposes.

Designating November 2023 as National Homeless Children and Youth Awareness Month.

To improve the full-service community school program, and for other purposes.

Designating October 2023 as National Principals Month.

To improve the emergency management capabilities of the Department of Veterans Affairs, and for other purposes.

To amend the Internal Revenue Code of 1986 to revise the treatment of partnership interests received in connection with the performance of services, and for other purposes.

To amend the Omnibus Crime Control and Safe Streets Act of 1968 to establish a grant program to help law enforcement agencies with civilian law enforcement tasks, and for other purposes.

To exempt for an additional 4-year period, from the application of the means-test presumption of abuse under chapter 7, qualifying members of reserve components of the Armed Forces and members of the National Guard who, after September 11, 2001, are called to active duty or to perform a homeland defense activity for not less than 90 days.
