To address the public safety issues and environmental destruction currently impacting Federal lands along the southern border, enhance border security through the construction of navigable roads on Federal lands along the southern border, provide U.S. Customs and Border Protection access to Federal lands to improve the safety and effectiveness of enforcement activities, allow States to place temporary barriers on Federal land to secure the southern border, reduce the massive trash accumulations and environmental degradation along the southern border, reduce the cultivation of illegal cannabis on Federal lands, mitigate wildland fires caused by illegal immigration, and prohibit migrant housing on Federal lands.

To require the Under Secretary of Commerce for Oceans and Atmosphere to assess certain offshore oil and gas platforms and pipelines for potential use as artificial reefs, and for other purposes.

To prohibit the implementation of certain documents until the Assistant Administrator for Fisheries of the National Marine Fisheries Service issues documents relating to the Rice’s whale.

To require the Secretary of the Interior to conduct certain offshore lease sales.

To prevent energy poverty and ensure that at-risk communities have access to affordable energy.

To restart onshore and offshore oil, gas, and coal leasing, streamline permitting for energy infrastructure, ensure transparency in energy development on Federal lands, and for other purposes.

To require the Secretary of the Interior to conduct a minimum number of oil and gas lease sales in certain areas, to prevent delays in oil and gas leasing, and for other purposes.

To amend chapter 8 of title 5, United States Code, to provide that major rules of the executive branch shall have no force or effect unless a joint resolution of approval is enacted into law.

To improve the permitting process for mining on Federal land, and for other purposes.
