To amend the Outer Continental Shelf Lands Act and the Magnuson-Stevens Fishery Conservation and Management Act to provide for the delegation of authority to Louisiana, Mississippi, and Alabama to manage certain expanded submerged lands, and for other purposes.

Supporting the designation of the week of September 23 through September 27, 2024, as National Clean Energy Week.

To address the public safety issues and environmental destruction currently impacting Federal lands along the southern border, enhance border security through the construction of navigable roads on Federal lands along the southern border, provide U.S. Customs and Border Protection access to Federal lands to improve the safety and effectiveness of enforcement activities, allow States to place temporary barriers on Federal land to secure the southern border, reduce the massive trash accumulations and environmental degradation along the southern border, reduce the cultivation of illegal cannabis on Federal lands, mitigate wildland fires caused by illegal immigration, and prohibit migrant housing on Federal lands.

To reauthorize and reform counter-unmanned aircraft system authorities, to improve transparency, security, safety, and accountability related to such authorities, and for other purposes.

To direct the Secretary of Energy to establish and carry out a program to support the development, maintenance, implementation, and adoption of digital identification systems for advanced energy technologies for the purpose of increasing critical material supply chain transparency.

To promote remediation of abandoned hardrock mines, and for other purposes.

To require the Under Secretary of Commerce for Oceans and Atmosphere to assess certain offshore oil and gas platforms and pipelines for potential use as artificial reefs, and for other purposes.

To prohibit the implementation of certain documents until the Assistant Administrator for Fisheries of the National Marine Fisheries Service issues documents relating to the Rice’s whale.

Expressing support for the designation of the first Wednesday in October as National Energy Appreciation Day to celebrate the people who work to power the United States and the economy and to build awareness of the important role that America’s energy producers play in reducing poverty, strengthening national security, and improving the quality of life for people around the world.

Supporting the designation of the week of September 25 through September 29, 2023, as National Clean Energy Week.

To require the Secretary of the Interior to conduct certain offshore lease sales.

To prevent energy poverty and ensure that at-risk communities have access to affordable energy.

To amend title 49, United States Code, to reauthorize and improve the Federal Aviation Administration and other civil aviation programs, and for other purposes.

To provide grants to State, local, territorial, and Tribal law enforcement agencies to purchase chemical screening devices and train personnel to use chemical screening devices in order to enhance law enforcement efficiency and protect law enforcement officers.

To amend the Permanent Electronic Duck Stamp Act of 2013 to allow States to issue electronic stamps under such Act, and for other purposes.

To amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to provide for the authority to reimburse local governments or electric cooperatives for interest expenses, and for other purposes.

To restart onshore and offshore oil, gas, and coal leasing, streamline permitting for energy infrastructure, ensure transparency in energy development on Federal lands, and for other purposes.

To amend the Federal Water Pollution Control Act to make changes with respect to water quality certification, and for other purposes.

To provide for the establishment of the Alabama Underwater Forest National Marine Sanctuary, and for other purposes.

To require the Secretary of the Interior to conduct a minimum number of oil and gas lease sales in certain areas, to prevent delays in oil and gas leasing, and for other purposes.
