To amend the Horse Protection Act to designate additional unlawful acts under the Act, strengthen penalties for violations of the Act, improve Department of Agriculture enforcement of the Act, and for other purposes.

Expressing support for the designation of May 5, 2023, as the National Day of Awareness for Missing and Murdered Indigenous Women and Girls.

To reauthorize title II of the Higher Education Act of 1965, and for other purposes.

To increase the quality and supply of child care and lower child care costs for families.

To amend the Federal Deposit Insurance Act to clarify that the Federal Deposit Insurance Corporation and appropriate Federal regulators have the authority to claw back certain compensation paid to executives.

To establish the Baltic Security Initiative for the purpose of strengthening the defensive capabilities of the Baltic countries, and for other purposes.

Acknowledging that the United States Supreme Court’s decisions in the Insular Cases and the territorial incorporation doctrine are contrary to the text and history of the United States Constitution, rest on racial views and stereotypes from the era of Plessy v. Ferguson that have long been rejected, are contrary to our Nation’s most basic constitutional and democratic principles, and should be rejected as having no place in United States constitutional law.
