Bus Operator Safety and Security Act

To designate the facility of the United States Postal Service located at 401 North Elm Street in Tuskegee, Alabama, as the Tuskegee Airmen Memorial Post Office.

To provide for continuity in certain contracts during a lapse in appropriations, and for other purposes.

To provide for the payment of salaries to employees of the United States Capitol Police during any lapse in discretionary appropriations, and for other purposes.

To amend the Higher Education Act of 1965 to require institutions of higher education, as a condition of participating in programs under title IV of such Act, to not terminate or otherwise alter the enrollment status of a student due to a disruption of the student’s Federal student financial aid under such title caused by a lapse in appropriations.

To amend the Internal Revenue Code of 1986 to establish a refundable tax credit for first-time parents.

To prohibit the imposition of duties on certain baby sleep items pursuant to the International Emergency Economic Powers Act, and for other purposes.

To amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to provide requirements relating to the funding of predisaster hazard mitigation, and for other purposes.

To amend title 23, United States Code, to reauthorize the bridge investment program, to remove certain considerations under the bridge investment program, and for other purposes.

To amend the Federal Water Pollution Control Act to reauthorize the National Estuary Program, and for other purposes.

To prohibit the reduction, elimination, or suspension of funding for land-grant colleges and universities.

To amend the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants to assist rural hospitals, and for other purposes.

To require congressional approval before the sale, disposal, declaration of excess or surplus, transfer, or conveyance of Federal property with historical significance, and for other purposes.
