No Tax Breaks for Outsourcing Act

To amend the Omnibus Crime Control and Safe Streets Act of 1968 with respect to eligibility under the Edward Byrne Memorial Justice Assistance Grant Program, and for other purposes.

To prohibit consideration of pregnancy status when filing for divorce.

To amend chapters 95 and 96 of the Internal Revenue Code of 1986 to reform the system of public financing for Presidential election campaigns, and for other purposes.

To ensure continued appropriations for certain Small Business Administration programs during a Government shutdown in fiscal year 2024, and for other purposes.

To award posthumously a Congressional Gold Medal to Frederick Douglass in recognition of his contributions to the cause of freedom, human rights, and the abolition of slavery in the United States.

To amend the Internal Revenue Code of 1986 and the Social Security Act to provide that an individual engaged in a labor dispute may receive unemployment benefits.
