To amend the Help America Vote Act of 2002 to prohibit the use of Federal funds for the administration of elections for Federal, State, or local office in States which do not have in effect laws to permit units of local government to hold elections for local office in odd-numbered years, and for other purposes.

To amend section 324 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act to incentivize States, Indian Tribes, and Territories to close disaster recovery projects by authorizing the use of excess funds for management costs for other disaster recovery projects.

To amend section 102(a)(20) of the Housing and Community Development Act of 1974 to require the exclusion of service-connected disability compensation when determining whether a person is a person of low and moderate income, a person of low income, or a person of moderate income, and for other purposes.

Honoring the service and sacrifice of America’s veterans on Veterans Day, 2024.

To direct the Secretary of Veterans Affairs to conduct a pilot program on the provision of naloxone to veterans and their caregivers, and for other purposes.

To amend the Magnuson-Stevens Fishery Conservation and Management Act to add an economic cause as an allowable cause to declare a fishery resource disaster.

Condemning the Hamas attacks of October 7, 2023, and calling for Hamas and its leaders to immediately and unconditionally surrender and to release the hostages, including Americans.

To require the Under Secretary of the Science and Technology Directorate of the Department of Homeland Security to develop a Department-wide policy and process to safeguard research and development from unauthorized access to or disclosure of sensitive information in research and development acquisitions, and for other purposes.

To require a homeland security southwest border threat assessment on Tren de Aragua and associated strategic plan, and for other purposes.

Supporting the designation of the week of September 23 through September 27, 2024, as National Clean Energy Week.

To provide for the reallocation of certain grant funds from jurisdictions that do not allow for consideration the danger, risk, or threat an individual poses to the community when determining bail or pretrial release or that have in effect a policy providing for the sealing of certain criminal records.

To amend the Public Health Service Act to ensure area career and technical education schools are eligible for mental health and substance use disorder service grants.

To amend title XIX of the Social Security Act to further require certain additional provider screening under the Medicaid program.

To establish in the Department of Homeland Security a working group relating to countering terrorist, cybersecurity, border and port security, and transportation security threats posed to the United States by the Chinese Communist Party, and for other purposes.

To amend the Homeland Security Act of 2002 to establish in the Department of Homeland Security the Early Migration Alert Program, and for other purposes.

Expressing support for and honoring September 17, 2024, as Constitution Day.

To prohibit third-party restaurant reservation services from offering or arranging unauthorized reservations for food service establishments, and for other purposes.

To require the Administrator of the Federal Emergency Management Agency to reimburse public employee retirement systems for accidental disability retirements and accidental deaths resulting from the September 11, 2001 attacks on the World Trade Center.

To amend the Federal Election Campaign Act of 1971 to require the disclosure of the card verification value as a condition of the acceptance of online contributions made through the use of credit or debit cards in elections for Federal office and to prohibit the acceptance of contributions made through the use of gift cards and prepaid credit cards in such elections, and for other purposes.

To amend the United Nations Participation Act of 1945 to provide for a prohibition on contributions to the United Nations relating to Israel.
