To provide for a period of continuing appropriations in the event of a lapse in appropriations under the normal appropriations process, to establish procedures and consequences in the event of a failure to enact appropriations, and for other purposes.

To amend the Community Development Banking and Financial Institutions Act of 1994 to increase transparency and accountability regarding the operations of the Community Development Financial Institutions Fund.

To amend title XVIII of the Social Security Act to require hospitals with approved medical residency training programs to submit to the Secretary of Health and Human Services certain information regarding osteopathic and allopathic candidates for such programs.

To establish sentencing enhancements for offenses relating to bank, mortgage, credit, and tax fraud committed by elected public officials, and for other purposes.

To amend the Bank Holding Company Act of 1956 to generally permit holding merchant banking investments of up to 15 years.

To prohibit individuals who are not citizens of the United States from voting in elections in the District of Columbia and to repeal the Local Resident Voting Rights Amendment Act of 2022.

To promote fair and equal treatment by the Administrator of the Small Business Administration with respect to certain firearms industry applicants for assistance, and for other purposes.

To improve the process for awarding grants under certain programs of the Department of Transportation to certain counties in which the majority of land is owned or managed by the Federal Government and to other units of local government and Tribal governments in those counties, and for other purposes.

To amend the Immigration and Nationality Act with respect to the right of members of a federally recognized Indian Tribe in the United States and First Nations individuals in Canada to cross the borders of the United States.

To improve the process for awarding grants under certain programs of the Department of Agriculture to certain counties in which the majority of land is owned or managed by the Federal Government and to other units of local government and Tribal governments in those counties, and for other purposes.

To expand research relating to the use of forest products, to support research and technologies of the Forest Service, and to establish a mass timber science and education program to respond to the emerging research needs of architects, developers, and the forest products industry.

Honoring the contributions of small manufacturers of firearms to the economy, culture, and recreational heritage of the United States and recognizing August 2025 as National Shooting Sports Month.

Cell-Site Simulator Warrant Act of 2025

To prohibit the Administrator of the Small Business Administration from directly making loans under the 7(a) loan program, and for other purposes.

To require the Secretary of Labor to appoint an Advocate for Employee Ownership within the Employee Ownership Initiative, and for other purposes.

To amend the Internal Revenue Code of 1986 and the Small Business Act to expand the availability of employee stock ownership plans in S corporations, and for other purposes.

To assist employers providing employment under special certificates issued under section 14(c) of the Fair Labor Standards Act of 1938 in transforming their business and program models to models that support people with disabilities through competitive integrated employment, to phase out the use of such special certificates, and for other purposes.

Recognizing the 250th anniversary of the postal service of the United States.

To amend title XVIII of the Social Security Act to provide pharmacy payment of certain services.
