To direct the Secretary of Health and Human Services, acting through the Commissioner of Food and Drugs, to update and clarify its rule on substances generally recognized as safe, and for other purposes.

Recognizing the importance of diapers to infant health and family well-being, and expressing support for the designation of the week of September 23–29, 2024, as National Diaper Need Awareness Week.

Supporting the designation of September 2024 as National Ovarian Cancer Awareness Month.

To amend title 38, United States Code, to modify authorities relating to the collective bargaining of employees in the Veterans Health Administration.

Recognizing the significance of equal pay and the pay disparity between disabled women and both disabled and nondisabled men.

To restore funding for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).

To protect and expand nationwide access to fertility treatment, including in vitro fertilization.

To amend the Agricultural Marketing Act of 1946 to establish certain requirements for meat, poultry, fruit, and vegetable purchases by the Department of Agriculture, and for other purposes.

To prohibit oil and gas leasing on the outer Continental Shelf off the coast of New England.

To transfer and limit Executive Branch authority to suspend or restrict the entry of a class of aliens.

Expressing support for keeping guns out of classrooms.

Recognizing a half century of the independence of the Republic of Cabo Verde and celebrating the contributions of Cabo Verdean-Americans to democracy in Cabo Verde and the United States.

To amend the Federal Food, Drug, and Cosmetic Act to restrict direct-to-consumer drug advertising.

To strengthen the Department of Justice’s enforcement against trade-related crimes.

To amend the Public Health Service Act to establish certain duties for pharmacies to ensure provision of Food and Drug Administration-approved contraception and medication related to contraception, and for other purposes.

To establish the Federal Food Administration to protect the public health by ensuring the safety of food, preventing foodborne illness, maintaining safety reviews and reassessments of food additives, reducing the prevalence of diet-related chronic diseases, enforcing pesticide residue tolerances, improving the surveillance of foodborne pathogens, and for other purposes.

To amend the Higher Education Act of 1965 to improve the American History for Freedom grant program.

To amend title 5, United States Code, to establish and clarify the applicable statute of limitations for persons seeking remedy for legal wrongs because of agency action or adversely affected by agency action.

To require payments for motor vehicle insurance policy premiums to be taken into account in determining eligibility for benefits or assistance provided through Federal funds, and for other purposes.

To amend title XXVII of the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code of 1986 to ensure cost sharing for a drug does not exceed the nationwide average of consumer purchase prices for such drug.
