To amend chapter 261 of title 49, United States Code, to provide for high-speed rail corridor development, and for other purposes.

Reaffirming the United States full and unwavering commitment to the North Atlantic Treaty Organization in its 75th anniversary year and its goals of achieving collective security through transatlantic partnerships.

To extend the Generalized System of Preferences program.

To increase the recruitment and retention of school-based mental health services providers by low-income local educational agencies.

Recognizing and celebrating the significance of Black History Month.

Commemorating the heroic sacrifices of the Ukrainian people 2 years after Russia’s illegal and unprovoked invasion of Ukraine on February 24, 2022, and recognizing the terrible cost of Russia’s war of aggression.

To award posthumously a Congressional Gold Medal to Frederick Douglass in recognition of his contributions to the cause of freedom, human rights, and the abolition of slavery in the United States.

To establish an Interagency Task Force to examine the conditions and experiences of Black women and girls in education, economic development, healthcare, labor and employment, housing, justice and civil rights, to promote community-based methods for mitigating and addressing harm and ensuring accountability, and to study societal effects on Black women and girls, and for other purposes.

To name the Department of Veterans Affairs medical center in West Palm Beach, Florida, as the Thomas H. Corey VA Medical Center.

To require reports on the progress and implementation of the Bipartisan Safer Communities Act.

To amend the Internal Revenue Code of 1986 to enhance the Child and Dependent Care Tax Credit and make the credit fully refundable for certain taxpayers.

To amend the Public Health Service Act to reauthorize certain poison control programs.

To amend title III of the Public Health Service Act to extend the program for promotion of public health knowledge and awareness of Alzheimer’s disease and related dementias, and for other purposes.

To require the Secretary of Veterans Affairs to establish a comprehensive standard for timing between referrals and appointments for care from the Department of Veterans Affairs and to submit a report with respect to that standard, and for other purposes.

Recognizing January 2024 as National Mentoring Month.

To amend title 38, United States Code, to require medical facilities of the Department of Veterans Affairs to share certain data with State cancer registries, and for other purposes.

To amend the Public Health Service Act to authorize a grant program to increase capacity for providing abortion services and other sexual and reproductive health care, and for other purposes.

To amend title 49, United States Code, to establish a program to provide grants to eligible recipients for eligible operating support costs of public transportation, and for other purposes.
