To direct the Federal Communications Commission to provide an online tool that uses artificial intelligence to identify likely scams for the public, and for other purposes.

To amend the Internal Revenue Code of 1986 to permit certain transactions between individually directed accounts and account holders and their families relating to residential property and to increase the amount of loans excepted from certain rules pertaining to loans from qualified employer plans to the plan beneficiary.

To impose certain limitations on the use of grants made under the Shelter and Services Program.

To direct the Secretary of the Interior to establish a grant program to allocate resources for remote search and rescue activities conducted on Federal land under the jurisdiction of the Secretary of the Interior or the Secretary of Agriculture, and for other purposes.

To require each agency to evaluate the permitting system of the agency, to consider whether a permit by rule could replace that system, and for other purposes.

To authorize the Secretary of Energy to make awards to cover regulatory costs relating to licensing certain first-of-a-kind advanced nuclear reactors.

To reduce methane emissions from flaring and venting natural gas during oil and natural gas production activities, and for other purposes.

To provide for a system of regulation of digital assets by the Commodity Futures Trading Commission and the Securities and Exchange Commission, and for other purposes.
