Undersea Cable Protection Act of 2025

To promote freedom, fairness, and economic opportunity by repealing the income tax and other taxes, abolishing the Internal Revenue Service, and enacting a national sales tax to be administered primarily by the States.

To amend the National Marine Sanctuary Act to prohibit requiring an authorization for the installation, operation, maintenance, repair, or recovery of undersea fiber optic cables in a national marine sanctuary if such activities have previously been authorized by a Federal or State agency.

Honoring the lives of those who passed away in the tragic gangway collapse on Sapelo Island, Georgia.

To amend the Congressional Budget and Impoundment Control Act of 1974 to codify the Panel of Health Advisors within the Congressional Budget Office, and for other purposes.

Supporting the designation of the week of September 15, 2024, through September 21, 2024, as Telehealth Awareness Week.

Supporting the goals and ideals of Fentanyl Prevention and Awareness Day on August 21, 2024.

To designate the U.S. National Poultry Research Center of the Department of Agriculture located in Athens, Georgia, as the Abit Massey Poultry Research Center.

To amend the Public Health Service Act to ensure the primary recipient of a grant has access to all information related to the research funded by such grant, and for other purposes.

To require the Secretary of Commerce to establish a grant program to foster enhanced coexistence between ocean users and North Atlantic right whales and other large cetacean species.

To reauthorize the Director of the United States Holocaust Memorial Museum to support Holocaust education programs, and for other purposes.

Honoring Rosalynn Smith Carter’s legacy in mental health advocacy.

Expressing support for the designation of April 16, 2024, as FairTax Day.

To direct the Secretary of Energy to establish a pilot program on ocean fertilization and restoration research and development, and for other purposes.

To amend the Public Health Service Act to reauthorize the Project ECHO Grant Program, to establish grants under such program to disseminate knowledge and build capacity to address Alzheimer’s disease and other dementias, and for other purposes.

To facilitate efficient State implementation of national ambient air quality standards, and for other purposes.

To amend title XVIII of the Social Security Act to make permanent certain telehealth flexibilities under the Medicare program.

To require submission of the National Security Strategy and the budget of the President before the President may deliver the State of the Union address.

To amend the Federal Food, Drug, and Cosmetic Act to establish a process for the qualification of nonclinical testing methods to reduce and replace the use of animals in nonclinical research, improve the predictivity of nonclinical testing methods, and reduce development time for a biological product or other drug, and for other purposes.
