To amend the Higher Education Act of 1965 to ensure that public institutions of higher education eschew policies that improperly constrain the expressive rights of students, and to ensure that private institutions of higher education are transparent about, and responsible for, their chosen speech policies.

To amend section 1507 of title 18, United States Code, to establish appropriate penalties for obstruction of justice by picketing or parading in or near court buildings or residences of judges, jurors, witnesses, or other court officers.

To exclude critical minerals that were extracted or processed in certain countries that are providing insufficient levels of assistance to Ukraine from being included for purposes of determining the amount of the clean vehicle tax credit.

To prohibit the Secretary of the Interior and the Secretary of Agriculture from prohibiting the use of lead ammunition or tackle on certain Federal land or water under the jurisdiction of the Secretary of the Interior and the Secretary of Agriculture, and for other purposes.

To provide that the Federal Communications Commission may not prevent a State or Federal correctional facility from utilizing jamming equipment, and for other purposes.

To prohibit Federal contractors from imposing racial hiring quotas, benchmarks, or goals.

To prohibit the procurement of solar panels manufactured or assembled in the People's Republic of China.
