To establish an integrated national approach to respond to ongoing and expected effects of extreme weather and climate change by protecting, managing, and conserving the fish, wildlife, and plants of the United States, and to maximize Government efficiency and reduce costs, in cooperation with State and local governments, Indian Tribes, Native Hawaiians, and other entities, and for other purposes.

To require the Secretary of Defense to award grants to fund research on orthotics and prosthetics.

To establish a national mercury monitoring program, and for other purposes.

To amend the Federal Election Campaign Act of 1971 to require corporations to disclose to their shareholders the amounts disbursed for certain political activity, and for other purposes.

To establish a White House Rural Council, and for other purposes.

To ensure that claims for benefits under the Black Lung Benefits Act are processed in a fair and timely manner, to better protect miners from pneumoconiosis (commonly known as black lung disease), and for other purposes.

To amend title 5, United States Code, to limit the number of local wage areas allowable within a General Schedule pay locality.

To establish the Financing Energy Efficient Manufacturing Program at the Department of Energy to provide financial assistance to promote energy efficiency and onsite renewable technologies in manufacturing facilities, and for other purposes.

To amend the Social Security Act, the Food and Nutrition Act of 2008, and the Low-Income Home Energy Assistance Act of 1981 to require that the value of children’s savings accounts be disregarded for the purpose of determining eligibility to receive certain benefits under such Acts, and for other purposes.

To provide employees with a minimum of two consecutive hours of paid leave in order to vote in Federal elections.

To amend title 38, United States Code, to improve the authority of the Secretary of Veterans Affairs to hire psychiatrists.
