To require certain civil penalties to be transferred to a fund through which amounts are made available for the Gabriella Miller Kids First Pediatric Research Program at the National Institutes of Health, and for other purposes.

To modify the procedures for issuing special recreation permits for certain public land units, and for other purposes.

To reauthorize the Prematurity Research Expansion and Education for Mothers who deliver Infants Early Act.

Expressing support for the designation of November 12, 2023, as National Warrior Call Day and recognizing the importance of connecting warriors in the United States to support structures necessary to transition from the battlefield, especially peer-to-peer connection.
