To amend titles XIX and XXI of the Social Security Act to enhance financial support for rural and safety net hospitals providing maternity, labor, and delivery services to vulnerable populations, and for other purposes.

To provide additional contract authority to State departments of transportation to carry out surface transportation projects, and for other purposes.

To amend the Internal Revenue Code of 1986 to expand eligibility for the refundable credit for coverage under a qualified health plan.

To reassert the constitutional authority of Congress to determine the general applicability of the criminal laws of the United States, and for other purposes.

To protect and expand nationwide access to fertility treatment, including in vitro fertilization.

To provide for improvements to the rivers and harbors of the United States, to provide for the conservation and development of water and related resources, and for other purposes.

To amend title XVIII of the Social Security Act to extend acute hospital care at home waiver flexibilities.

To enhance the security operations of the Transportation Security Administration and stability of the transportation security workforce by applying the personnel system under title 5, United States Code, to employees of the Transportation Security Administration, and for other purposes.

To amend title 28, United States Code, to provide for the random assignment of certain cases in the district courts of the United States.

To require the Director of the Office of Personnel Management to take certain actions with respect to the health insurance program carried out under chapter 89 of title 5, United States Code, and for other purposes.

To provide States with support to establish integrated care programs for individuals who are dually eligible for Medicare and Medicaid, and for other purposes.

To amend the Public Works and Economic Development Act of 1965 to update and expand Federal economic development investment in the economic recovery, resiliency, and competitiveness of communities, regions, and States across the United States, and for other purposes.

To amend the Voting Rights Act of 1965 to revise the criteria for determining which States and political subdivisions are subject to section 4 of the Act, and for other purposes.

To reauthorize the America's Conservation Enhancement Act, and for other purposes.

To require electronically prepared tax returns to include scannable code when submitted on paper, and to require the use of optical character recognition technology for paper documents received by the Internal Revenue Service.

To provide for a biennial budget process and a biennial appropriations process and to enhance oversight and the performance of the Federal Government.

To enhance our Nation’s nurse and physician workforce by recapturing unused immigrant visas.

To amend title XI of the Social Security Act to expand and clarify the exclusion for orphan drugs under the Drug Price Negotiation Program.

To amend the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to reauthorize brownfields revitalization funding, and for other purposes.

To amend the Coastal Barrier Resources Act to make improvements to that Act, and for other purposes.
