CLEAR Act of 2025

To amend title XXVII of the Public Health Service Act to include certain supplemental coverage provided to individual health insurance coverage as an excepted benefit.

To direct Federal departments or agencies to implement certain definitions for the terms affordable, reliable, and clean energy, and for other purposes.

To amend the Communications Act of 1934 to preserve cable franchising authority, and for other purposes.

To codify Executive Order 14260 (relating to protecting American energy from State overreach).

To expand psychological mental and behavioral health services to Medicare, Medicaid, and CHIP beneficiaries by permitting reimbursement of psychological services provided by certain supervised psychology trainees, and facilitating the reimbursement of those services.

To amend the Internal Revenue Code of 1986 to provide for a credit against tax, or refund of tax, for certain Federal insurance taxes for employees who are members of religious faiths which oppose participation in such insurance.

To amend the Public Health Service Act to reauthorize the Project ECHO Grant Program, to establish grants under such program to disseminate knowledge and build capacity to address Alzheimer’s disease and other dementias, and for other purposes.

To require the Federal Energy Regulatory Commission to review regulations that may affect the reliable operation of the bulk-power system.

To ensure appropriate access to remote monitoring services furnished under the Medicare program.

To nullify certain interagency guidance related to climate-related financial risk management for large financial institutions.

To amend the Internal Revenue Code of 1986 to establish an enhanced deduction for wages paid to automobile manufacturing workers, and for other purposes.

To provide for a study on the effects of remote monitoring on individuals who are prescribed opioids.

To improve Federal coordination with respect to spectrum management, and for other purposes.

To require the Consumer Product Safety Commission to promulgate a mandatory consumer product safety standard with respect to retractable awnings.

To nullify the final rule issued by the Environmental Protection Agency relating to New Source Performance Standards for Greenhouse Gas Emissions From New, Modified, and Reconstructed Fossil Fuel-Fired Electric Generating Units; Emission Guidelines for Greenhouse Gas Emissions From Existing Fossil Fuel-Fired Electric Generating Units; and Repeal of the Affordable Clean Energy Rule.

To require the Secretary of Transportation to promulgate regulations relating to the approval of foreign manufacturers of cylinders, and for other purposes.

To require the Federal Energy Regulatory Commission to reform the interconnection queue process for the prioritization and approval of certain projects, and for other purposes.

Recognizing the benefits of natural gas to the United States economy and environment, and recognizing natural gas as an affordable and green energy.

To amend the Internal Revenue Code of 1986 to provide for a credit against tax, or refund of tax, for certain Federal insurance taxes for employees who are members of religious faiths which oppose participation in such insurance.
