Designating November 2023 as National Hospice and Palliative Care Month.

To require the imposition of sanctions with respect to Ansarallah and its officials, agents, or affiliates for acts of international terrorism.

To ensure that organizations with religious or moral convictions are allowed to continue to provide services for children.

Designating November 16th, 2023, as National Rural Health Day.

Expressing support for the goals of National Adoption Day and National Adoption Month by promoting national awareness of adoption and the children awaiting families, celebrating children and families involved in adoption, and encouraging the people of the United States to secure safety, permanency, and well-being for all children.

To allow holders of certain grazing permits to make minor range improvements and to require that the Secretary of Agriculture and the Secretary of the Interior respond to requests for range improvements within 30 days, and for other purposes.

To require a strategy to counter the role of the People's Republic of China in evasion of sanctions imposed by the United States with respect to Iran, and for other purposes.

To require senior Department of State officials to maintain security clearances and to require the Secretary of State to notify Congress when the security clearances of such officials are suspended or revoked.

To impose sanctions with respect to any foreign person that the President determines engages in or has engaged in a significant transaction or transactions, or any dealings with, or has provided material support to or for a military or intelligence facility of the People's Republic of China in Cuba, and for other purposes.

Recognizing the importance of the economic relationship between the United States and Israel and affirming that trade facilitated by the United States-Israel Free Trade Agreement is a tool to support the economy of Israel during the conflict with Hamas.

To provide for a biennial budget process and a biennial appropriations process and to enhance oversight and the performance of the Federal Government.

To designate Ansarallah as a foreign terrorist organization and impose certain sanctions on Ansarallah, and for other purposes.

Recognizing the week of October 30 through November 4, 2023, as National Veterans Small Business Week.

To establish a Venezuela Restoration Fund, and for other purposes.

To provide for the standardization, consolidation, and publication of data relating to public outdoor recreational use of Federal waterways among Federal land and water management agencies, and for other purposes.

Recognizing the month of October 2023 as National Women's Small Business Month.

To amend the Indian Health Care Improvement Act to improve the recruitment and retention of employees in the Indian Health Service, restore accountability in the Indian Health Service, improve health services, and for other purposes.

To amend title XI of the Social Security Act to expand and clarify the exclusion for orphan drugs under the Drug Price Negotiation Program.

To amend the Federal Land Policy and Management Act of 1976 to authorize the sale of certain Federal land to States and units of local government to address housing shortages, and for other purposes.
