United States-Cuba Trade Act of 2025

To direct the Administrator of the Environmental Protection Agency to provide grants to air pollution control agencies to implement a cleaner air space program, and for other purposes.

To amend title 18, United States Code, to reform certain forfeiture procedures, and for other purposes.

To direct the Secretary of the Interior to establish a National Climate Adaptation Science Center and Regional Climate Adaptation Science Centers to respond to the effects of extreme weather events and climate trends, and for other purposes.

To establish the Sutton Mountain National Monument, to authorize certain land exchanges in the State of Oregon, to convey certain Bureau of Land Management land in the State of Oregon to the city of Mitchell, Oregon, for conservation, economic, and community development purposes, and for other purposes.

To amend the Internal Revenue Code of 1986 to increase the limitations for deductible new business expenditures, to consolidate provisions for start-up and organizational expenditures, and for other purposes.

To reorganize the Federal judiciary, and for other purposes.

To amend the Internal Revenue Code of 1986 to provide a tax credit for investors in start-up businesses, to provide a credit for wages paid by start-up businesses to their first employees, and for other purposes.

To amend the Truth in Lending Act to address certain issues relating to the extension of consumer credit, and for other purposes.

To amend the United States Housing Act of 1937 to promote the establishment of tenant organizations and provide additional amounts for tenant organizations, and for other purposes.

To reassert the constitutional authority of Congress to determine the general applicability of the criminal laws of the United States, and for other purposes.

To transfer and limit Executive Branch authority to suspend or restrict the entry of a class of aliens.

To prevent discrimination, including harassment, in employment.

To provide for grants for States that require fair and impartial police training for law enforcement officers of that State and to incentivize States to enact laws requiring the independent investigation and prosecution of the use of deadly force by law enforcement officers, and for other purposes.

To strengthen requirements for the use of accessible information and communications technology by Federal departments and agencies.

To establish an integrated national approach to respond to ongoing and expected effects of extreme weather and climate change by protecting, managing, and conserving the fish, wildlife, and plants of the United States, and to maximize Government efficiency and reduce costs, in cooperation with State and local governments, Indian Tribes, Native Hawaiians, and other entities, and for other purposes.

To modify the premerger notification requirements under the Clayton Act with respect to certain acquisitions of residential property, and for other purposes.

To provide for the establishment of an Operational Flexibility Grazing Management Program on land managed by the Bureau of Land Management, and for other purposes.

To amend the Wild and Scenic Rivers Act to designate certain river segments in the State of Oregon as components of the National Wild and Scenic Rivers System, and for other purposes.

To direct the Secretary of the Interior and the Secretary of Agriculture to encourage and expand the use of prescribed fire on land managed by the Department of the Interior or the Forest Service, with an emphasis on units of the National Forest System in the western United States, to acknowledge and support the long-standing use of cultural burning by Tribes and Indigenous practitioners, and for other purposes.
