Major Richard Star Act

To award grants to States to establish or improve, and carry out, Seal of Biliteracy programs to recognize high-level student proficiency in speaking, reading, and writing in both English and a second language, and early language programs.

To support the strengthening of civil society organizations in the Pacific Islands, and for other purposes.

Calling for comprehensive legislation that addresses United States policies contributing to forced migration and displacement, promotes an immigration system that addresses the root causes of migration, reaffirms United States commitment to asylum, and provides a roadmap to citizenship for immigrants living in the United States.

To amend title 10, United States Code, to ensure that members of the Armed Forces and their families have access to the contraception they need in order to promote the health and readiness of all members of the Armed Forces, and for other purposes.

To amend the National Apprenticeship Act in order to increase and expand the national apprenticeship system to include the immediate recruitment, employment, and on-the-job earn as you learn training of young African Americans, and to promote the development of equitable hiring standards necessary to safeguard the diversity of apprentices, and for other purposes.

To authorize the Attorney General to provide grants to States, units of local government, and organizations to support the recruitment, training, and development of staff and infrastructure needed to support the due process rights of individuals facing deportation.

To require U.S. Citizenship and Immigration Services to facilitate naturalization services for noncitizen veterans who have been removed from the United States or are inadmissible.

To hold law enforcement accountable for misconduct in court, improve transparency through data collection, and reform police training and policies.

To amend section 3(b)(4) of the United States Housing Act of 1937 to exclude certain disability benefits from income for the purposes of determining eligibility for the supported housing program under section 8(o)(19), and for other purposes.

To prohibit discrimination based on an individual’s texture or style of hair.

To amend chapter 261 of title 49, United States Code, to provide for high-speed rail corridor development, and for other purposes.

To award posthumously a Congressional Gold Medal to Frederick Douglass in recognition of his contributions to the cause of freedom, human rights, and the abolition of slavery in the United States.

To establish the Veterans Advisory Committee on Equal Access, and for other purposes.

To reauthorize the HOME Investment Partnerships Program, and for other purposes.

To speed up the deployment of electricity transmission and clean energy, with proper input from affected communities, and for other purposes.

To require the transfer of regulatory control of certain munitions exports from the Department of Commerce to the Department of State, and for other purposes.

To require the Secretary of Homeland Security to establish a veterans visa program to permit veterans who have been removed from the United States to return as immigrants, and for other purposes.
