To designate the facility of the United States Postal Service located at 340 South Loudon Avenue in Baltimore, Maryland, as the United States Representative Elijah E. Cummings Post Office Building.

Supporting the goals and ideals of National Rural Health Day.

To establish the Justice Thurgood Marshall National Historic Site in the State of Maryland and provide for its administration as an affiliated area of the National Park System, and for other purposes.

To amend the Higher Education Act of 1965 to provide for a teacher leader development program, and for other purposes.

To require the Secretary of Defense to develop, in cooperation with allies and partners in the Middle East, an integrated space and satellite security capability, and for other purposes.

To direct the Secretary of Veterans Affairs to conduct a pilot program on the provision of naloxone to veterans and their caregivers, and for other purposes.

Supporting the designation of October 15, 2024, as National Pregnancy and Infant Loss Remembrance Day and recognizing the people who have lost a pregnancy or an infant.

To establish a Federal returnship program to strengthen the Federal workforce and to ease re-entry into the workforce for individuals who have taken time away from work, and for other purposes.

Condemning the Hamas attacks of October 7, 2023, and calling for Hamas and its leaders to immediately and unconditionally surrender and to release the hostages, including Americans.

To direct the Secretary of Defense to design and implement a foreign military officer subject matter expert exchange program.

To direct the Secretary of Transportation to update guidance for the National Electric Vehicle Infrastructure Formula Program to increase the flexibility of States related to the location of electric vehicle charging infrastructure, and for other purposes.

To amend title 38, United States Code, to modify authorities relating to the collective bargaining of employees in the Veterans Health Administration.

To authorize grants for emotional support services for incarcerated victims of sexual abuse, and for other purposes.

Commending Big Brothers-Big Sisters of America, the oldest and largest youth mentoring organization in the United States, on its 120th anniversary and the role it has played in empowering millions of young people on a path to graduate with a plan for their future through mentorship that will last a lifetime.

Expressing support for the designation of October 2024 as National Youth Justice Action Month.

To prohibit discrimination on the basis of mental or physical disability in cases of organ transplants.

Expressing support for the recognition of September 23, 2024, to September 29, 2024, as Asian American and Native American Pacific Islander-Serving Institutions Week.
