To strengthen and enhance the competitiveness of cement, concrete, asphalt binder, and asphalt mixture production in the United States through the research, development, demonstration, and commercial application of technologies to reduce emissions from cement, concrete, asphalt binder, and asphalt mixture production, and for other purposes.

To prohibit the Federal Insurance Office of the Department of the Treasury and other financial regulators from collecting data directly from an insurance company.

To require the imposition of sanctions with respect to Ansarallah and its officials, agents, or affiliates for acts of international terrorism.

To amend the Omnibus Crime Control and Safe Streets Act of 1968 to establish a grant program to help law enforcement agencies with civilian law enforcement tasks, and for other purposes.

To exempt for an additional 4-year period, from the application of the means-test presumption of abuse under chapter 7, qualifying members of reserve components of the Armed Forces and members of the National Guard who, after September 11, 2001, are called to active duty or to perform a homeland defense activity for not less than 90 days.

To provide for the creation of a Congressional time capsule in commemoration of the semiquincentennial of the United States, and for other purposes.

To require the Securities and Exchange Commission to revise the rules of the Commission relating to general solicitation or general advertising, and for other purposes.

To amend title 38, United States Code, to authorize the Secretary of Veterans Affairs to waive the requirement of certain veterans to make copayments for hospital care and medical services in the case of an error by the Department of Veterans Affairs, and for other purposes.

To award a Congressional Gold Medal to the Hmong people, in recognition of their highly distinguished service in the Vietnam war and the fight against communism.

To establish a commission on fiscal stability and reform.

To require the Secretary of Homeland Security to fingerprint noncitizen minors entering the United States who are suspected of being victims of human trafficking, to require the Secretary to publicly disclose the number of such minors who are fingerprinted by U.S. Customs and Border Protection (CBP) officials and the number of child traffickers who are apprehended by CBP, to impose criminal penalties on noncitizen adults who use unrelated minors to gain entry into the United States, and for other purposes.
