To strengthen and enhance the competitiveness of cement, concrete, asphalt binder, and asphalt mixture production in the United States through the research, development, demonstration, and commercial application of technologies to reduce emissions from cement, concrete, asphalt binder, and asphalt mixture production, and for other purposes.

Commending the North Atlantic Treaty Organization’s adoption of regional plans and encouraging allies to align resources.

To amend the Higher Education Act of 1965 to require additional information in disclosures of foreign gifts and contracts from foreign sources, restrict contracts with certain foreign entities and foreign countries of concern, require certain staff and faculty to report foreign gifts and contracts, and require disclosure of certain foreign investments within endowments.

To prohibit the Federal Insurance Office of the Department of the Treasury and other financial regulators from collecting data directly from an insurance company.

To amend title 38, United States Code, to authorize the Secretary of Veterans Affairs to waive the requirement of certain veterans to make copayments for hospital care and medical services in the case of an error by the Department of Veterans Affairs, and for other purposes.

To state the policy of the United States with respect to religious freedom in the People's Republic of China, and for other purposes.

Recognizing the week of October 30 through November 4, 2023, as National Veterans Small Business Week.

Standing with Israel against terrorism.

To provide that members of the Armed Forces performing services in Niger, Mali, Burkina Faso, and Chad shall be entitled to tax benefits in the same manner as if such services were performed in a combat zone.

To reallocate funding originally appropriated for Gaza to grants to Israel for the Iron Dome short-range rocket defense system.

To freeze $6,000,000,000 of Iranian funds held in Qatar, and for other purposes.

To revoke the waiver determination submitted to Congress on September 11, 2023, with respect to certain sanctions imposed with respect to Iran.
