To amend the Controlled Substances Act to prohibit the knowing possession of a pill press mold with intent to manufacture in violation of such Act a counterfeit substance in schedule I or II in a capsule, tablet, and other form intended for distribution, and for other purposes.

To amend the Fair Labor Standards Act of 1938 to provide more effective remedies to victims of discrimination in the payment of wages on the basis of sex, and for other purposes.

To amend the National Labor Relations Act, the Labor Management Relations Act, 1947, and the Labor-Management Reporting and Disclosure Act of 1959, and for other purposes.

To change the treatment of certain Federal programs with respect to susceptibility to significant improper payments, and for other purposes.

To amend title 5, United States Code, to achieve parity between the cost-of-living adjustment with respect to an annuity under the Federal Employees Retirement System and an annuity under the Civil Service Retirement System, and for other purposes.

To regulate assault weapons, to ensure that the right to keep and bear arms is not unlimited, and for other purposes.

To increase the rates of pay under the statutory pay systems and for prevailing rate employees by 8.7 percent, and for other purposes.

To provide for the admission of the State of Washington, D.C. into the Union.
