To modify the Federal share of operating costs for certain projects that receive grants under the Formula Grants to Rural Areas Program of the Federal Transit Administration.

To provide grants to States, Indian Tribes, and Tribal organizations for activities to increase the availability of child care options and to support the child care workforce, and for other purposes.

To amend the Act of June 22, 1948.

To authorize a grant program for educational institutions to analyze, digitize, and map historic records relating to housing discrimination, and for other purposes.

To amend the Public Health Service Act to authorize rural residency planning and development grant programs, and for other purposes.

Expressing support for the designation of October 2024 as National Co-Op Month and commending the cooperative business model and the member-owners, businesses, employees, farmers, ranchers, and practitioners who use the cooperative business model to positively impact the economy and society.

To amend title XXVII of the Public Health Service Act to require group health plans and health insurance issuers offering group or individual health insurance coverage to provide benefits for lung cancer screenings for certain individuals without the imposition of cost sharing.

Designating November 2024 as National Lung Cancer Awareness Month and expressing support for early detection and treatment of lung cancer.

To amend the Richard B. Russell National School Lunch Act to require mandatory certification for certain students and reduce stigma associated with unpaid school meal fees, and for other purposes.

To amend the Employee Retirement Income Security Act of 1974 to provide that any mandatory predispute or coerced postdispute arbitration clause, class action waiver, representation waiver, or discretionary clause with respect to a plan is unenforceable, to prohibit any such clause or waiver from being included in a plan document or other agreement with plan participants, and for other purposes.

Supporting afterschool programs and Lights On Afterschool, a national celebration of afterschool programs held on October 24, 2024.

Designating October 2024 as National Principals Month.

To establish an independent entity within the Department of Housing and Urban Development to acquire and maintain distressed real estate to stabilize communities and increase the supply of affordable housing, and for other purposes.

To award career pathways innovation grants to local educational agencies and consortia of local educational agencies, to provide technical assistance within the Office of Career, Technical, and Adult Education to administer the grants and support the local educational agencies with the preparation of grant applications and management of grant funds, to amend the Higher Education Act of 1965 to support community college and industry partnerships, and for other purposes.

To amend the Internal Revenue Code of 1986 to exclude discharge of coerced indebtedness from gross income.

To establish a rental assistance program for low-income veteran families, and for other purposes.

To revise sections 552, 1461, and 1462 of title 18, United States Code, and section 305 of the Tariff Act of 1930 (19 U.S.C. 1305), and for other purposes.

To amend title VI of the Public Utility Regulatory Policies Act of 1978 to establish a Federal energy efficiency resource standard for electricity and natural gas suppliers, and for other purposes.

To amend the Elementary and Secondary Education Act of 1965 to provide criteria for use of Federal funds to support trauma-informed practices in schools, and for other purposes.

To further protect patients and improve the accuracy of provider directory information by eliminating ghost networks.
