To require the Commissioner of U.S. Customs and Border Protection to establish procedures for conducting maintenance projects at ports of entry at which the Office of Field Operations conducts certain enforcement and facilitation activities.

To authorize certain aliens seeking asylum to be employed in the United States while their applications are being adjudicated.

To amend title XVIII of the Social Security Act to support rural residency training funding that is equitable for all States, and for other purposes.

To authorize the Administrator of General Services to establish an enhanced use lease pilot program, and for other purposes.

To establish a procedure for terminating a determination by Surgeon General to suspend certain entries and imports from designated places.

To provide for a period of continuing appropriations in the event of a lapse in appropriations under the normal appropriations process, and establish procedures and consequences in the event of a failure to enact appropriations.

To require a guidance clarity statement on certain agency guidance, and for other purposes.

To require each agency, in providing notice of a rulemaking, to include a link to a 100-word plain language summary of the proposed rule.
