To amend title 28, to provide for a district court for the district of the Northern Mariana Islands.

To amend title 13, United States Code, to direct the Secretary of Commerce to conduct a mid-decade census of population for the Northern Mariana Islands, Guam, American Samoa, and the U.S. Virgin Islands, and for other purposes.

To amend the Older Americans Act of 1965 to make available to Guam, American Samoa, the Virgin Islands of the United States, and the Commonwealth of the Northern Mariana Islands additional funds for community service senior opportunities.

To amend title XI of the Social Security Act to provide for the redistribution of unused territorial cap amounts under the Medicaid program.

To amend title XI of the Social Security Act to increase the payment limit under Medicaid for the Northern Mariana Islands.

To amend title XI of the Social Security Act to eliminate the general Medicaid funding limitations for territories of the United States, and for other purposes.
