To amend title 10, United States Code, to require payments to contractors for subcontracting with Pacific Insular Area concerns, and for other purposes.

To amend the Older Americans Act of 1965 to make available to Guam, American Samoa, the Virgin Islands of the United States, and the Commonwealth of the Northern Mariana Islands additional funds for community service senior opportunities.

To amend title XVIII of the Social Security Act to establish a designation for territorial safety net hospitals, and for other purposes.

To amend title III of the Public Health Service Act to include territorial disproportionate share hospitals as covered entities under the 340B drug discount program.

To amend title XI of the Social Security Act to provide for the redistribution of unused territorial cap amounts under the Medicaid program.

To amend the Higher Education Act of 1965 to establish a program that enables college-bound residents of the Northern Mariana Islands and American Samoa to have greater choices among institutions of higher education, and for other purposes.

To extend eligibility for programs under title IV of the Social Security Act to the Commonwealth of the Northern Mariana Islands, and for other purposes.

To amend title XI of the Social Security Act to exclude expenditures attributable to a State medicaid fraud control unit from the payment limits under Medicaid for Guam, the Northern Mariana Islands, and American Samoa.

To amend the microloan program of the Small Business Act to define State, and for other purposes.

To amend title XI of the Social Security Act to increase the payment limit under Medicaid for the Northern Mariana Islands.

To amend the Wagner-Peyser Act to include the Commonwealth of the Northern Mariana Islands and American Samoa, and for other purposes.

To establish an integrated research, education, and extension competitive grant program and scholarship grant program for certain Asian American Native American Pacific Islander-serving agricultural institutions, and for other purposes.

To modify the requirement to remain outside of the United States for Commonwealth Only Transitional Workers, and for other purposes.

To amend title XI of the Social Security Act to eliminate the general Medicaid funding limitations for territories of the United States, and for other purposes.

To amend section 6 of the Joint Resolution entitled A Joint Resolution to approve the Covenant To Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States of America, and for other purposes.
