To amend title XVIII of the Social Security Act to establish a designation for territorial safety net hospitals, and for other purposes.

To amend title III of the Public Health Service Act to include territorial disproportionate share hospitals as covered entities under the 340B drug discount program.

To provide for the issuance of a Ko'ko' Bird Semipostal Stamp, and for other purposes.
