To designate the facility of the United States Postal Service located at 340 South Loudon Avenue in Baltimore, Maryland, as the United States Representative Elijah E. Cummings Post Office Building.

To establish the Justice Thurgood Marshall National Historic Site in the State of Maryland and provide for its administration as an affiliated area of the National Park System, and for other purposes.

Supporting the designation of September 2024 as National Voting Rights Month.

To amend the Public Health Service Act to establish certain duties for pharmacies to ensure provision of Food and Drug Administration-approved contraception and medication related to contraception, and for other purposes.

Expressing support for the designation of July 10th as Journeyman Lineworkers Recognition Day.

To improve the structure of the Federal Pell Grant program, and for other purposes.

To enhance the rights of domestic employees, and for other purposes.

To amend title XVIII of the Social Security Act to establish requirements with respect to the use of prior authorization under Medicare Advantage plans.

To direct the Federal Election Commission to establish a program under which participating States shall provide individuals with vouchers which may be used to make contributions to candidates for election for the office of Representative in, or Delegate or Resident Commissioner to, the Congress, to amend the Federal Election Campaign Act of 1971 to establish a program to provide small dollar financing for candidates for election for the office of Representative in, or Delegate or Resident Commissioner to, the Congress, and for other purposes.

To hold law enforcement accountable for misconduct in court, improve transparency through data collection, and reform police training and policies.

To secure the rights of public employees to organize, act concertedly, and bargain collectively, which safeguard the public interest and promote the free and unobstructed flow of commerce, and for other purposes.

To provide emergency assistance to States, territories, Tribal nations, and local areas affected by substance use disorder, including the use of opioids and stimulants, and to make financial assistance available to States, territories, Tribal nations, local areas, public or private nonprofit entities, and certain health providers, to provide for the development, organization, coordination, and operation of more effective and cost efficient systems for the delivery of essential services to individuals with substance use disorder and their families.

Recognizing the 50th anniversary of the Turkish invasion and occupation of northern Cyprus.

To provide for a review of sanctions with respect to Azerbaijan.

To amend title XIX of the Social Security Act to allow for the deferral or disallowance of portions of payments for certain managed care violations under Medicaid.

To authorize a higher Federal share for emergency relief funds for the reconstruction of the Francis Scott Key Bridge located in Baltimore City and Baltimore and Anne Arundel Counties, Maryland, that collapsed on March 26, 2024, and for other purposes.

To amend title XIX of the Public Health Service Act to provide for prevention and early intervention services under the Block Grants for Community Mental Health Services program, and for other purposes.
