To amend title XVIII of the Social Security Act to provide incentives for behavioral health integration under the Medicare program.

To amend the Internal Revenue Code of 1986 to allow distributions from a health flexible spending arrangement or health reimbursement arrangement directly to a health savings account in connection with establishing coverage under a high deductible health plan.

To amend title XVIII of the Social Security Act to require certain facilities under the Medicare program to disclose certain information relating to charges and prices.

To direct institutions of higher education to improve transparency with respect to the use of personality traits in admissions, and for other purposes.
