To create intergovernmental coordination between State, local, Tribal, and territorial jurisdictions, and the Federal Government to combat United States reliance on the People’s Republic of China and other covered countries for critical minerals and rare earth metals, and for other purposes.

To authorize negotiation and conclusion and to provide for congressional consideration of a tax agreement between the American Institute in Taiwan (AIT) and the Taipei Economic and Cultural Representative Office (TECRO).

To require the Director of the Bureau of Land Management to withdraw a rule of the Bureau of Land Management relating to conservation and landscape health.

To provide for the exchange of certain Federal land and State land in the State of Utah.

To release the reversionary interest of the United States in certain non-Federal land in Salt Lake City, Utah, and for other purposes.

To amend the Internal Revenue Code of 1986 to codify the Trump administration rule on reporting requirements of exempt organizations, and for other purposes.

To require the Secretary of Homeland Security to establish a national risk management cycle, and for other purposes.

To authorize the Secretary of Commerce to review and prohibit certain transactions between persons in the United States and foreign adversaries, and for other purposes.

To provide for the treatment of the Association of Southeast Asian Nations (ASEAN) as an international organization for purposes of the International Organizations Immunities Act, and for other purposes.

To amend title X of the Public Health Service Act to prohibit family planning grants from being awarded to any entity that performs abortions, and for other purposes.

To enhance safety requirements for trains transporting hazardous materials, and for other purposes.

To provide for drone security.

To modify the restriction in section 3326 of title 5, United States Code, relating to the appointment of retired members of the Armed Forces to positions in the Department of Defense to apply to positions at or above the GS–14 level.

To amend the Tibetan Policy Act of 2002 to modify certain provisions of that Act.

To prohibit taxpayer funded abortions.
