Expressing the sense of the House of Representatives regarding the relationship between certain obligations under the North Atlantic Treaty and constitutional declarations of war by Congress.

Relating to the resolution (H. Res. 503) impeaching Joseph R. Biden, Jr., President of the United States, for high crimes and misdemeanors.

To amend the Lobbying Disclosure Act of 1995 to require certain disclosures by registrants regarding exemptions under the Foreign Agents Registration Act of 1938, as amended.

To provide for congressional approval of national emergency declarations.

To prohibit the Secretary of State from issuing a passport, passport card, or Consular Report of Birth Abroad that includes the unspecified (X) gender designation, and for other purposes.

To amend title 5, United States Code, to prohibit investments under the Thrift Savings Plan in certain mutual funds that make investment decisions based primarily on environmental, social, or governance criteria, and for other purposes.

To amend the Federal Food, Drug, and Cosmetic Act to provide for reciprocal marketing approval of certain drugs, biological products, and devices that are authorized to be lawfully marketed abroad, and for other purposes.

To amend title 38, United States Code, to expand access to the Veterans Community Care Program of the Department of Veterans Affairs to include certain veterans seeking mental health or substance-use services, and for other purposes.

To allow amounts made available for the Continuum of Care program of the Secretary of Housing and Urban Development.
