Restore VA Accountability Act of 2025

To amend title 41, United States Code, to make changes with respect to the Federal Acquisition Security Council, and for other purposes.

To require the Secretary of Health and Human Services to implement a pandemic preparedness and response program using artificial intelligence.

To increase access to affordable housing, reduce regulatory barriers, increase oversight, and assist the most vulnerable.

To establish a new Guaranteed Student Loan Program.

To provide for regulatory sandboxes that permit certain persons to experiment with artificial intelligence without expectation of enforcement actions.

To require the Secretary of Defense to carry out a pilot program on using artificial intelligence-enabled software to optimize the workflow and operations of depots, shipyards, and other manufacturing facilities run by the Department of Defense, and for other purposes.

To make dependents of members of the Armed Forces who died while serving on active duty eligible for enrollment in Department of Defense Education Activity schools on a tuition-free, space-available basis.

To require the National Cyber Director to submit to Congress a plan to establish an institute within the Federal Government to serve as a centralized resource and training center for Federal cyber workforce development.

To award a Congressional Gold Medal to Jens Stoltenberg, in recognition of his contributions to the security, unity, and defense of the North Atlantic Treaty Organization.

To amend title 38, United States Code, to establish the Office of Falls Prevention of the Department of Veterans Affairs, and for other purposes.

Condemning the decision by the Biden Administration to halt the shipment of United States made ammunition and weapons to the State of Israel.

To provide for the vacating of certain convictions and expungement of certain arrests of victims of human trafficking.

To require a report on the United States supply of nitrocellulose.

To establish artificial intelligence standards, metrics, and evaluation tools, to support artificial intelligence research, development, and capacity building activities, to promote innovation in the artificial intelligence industry by ensuring companies of all sizes can succeed and thrive, and for other purposes.

To require the Secretary of Veterans Affairs to submit to Congress a report on abortions facilitated by the Department of Veterans Affairs, and for other purposes.

To increase, effective as of December 1, 2024, the rates of compensation for veterans with service-connected disabilities and the rates of dependency and indemnity compensation for the survivors of certain disabled veterans, and for other purposes.
