To amend the Department of Energy Organization Act to assign certain functions to the Assistant Secretaries of Energy relating to energy emergencies and energy security, and for other purposes.

To make Ecuador eligible for designation as a beneficiary country under the Caribbean Basin Economic Recovery Act.

To amend the Infrastructure Investment and Jobs Act to authorize the use of funds for certain additional Carey Act projects, and for other purposes.

To terminate the Department of Defense memorandum relating to access to abortions, to prohibit the use of travel and transportation allowances, medical convalescent leave, and administrative absences to travel to obtain abortions, and for other purposes.

To prohibit the importation into the United States of unirradiated low-enriched uranium that is produced in the Russian Federation or by a Russian entity, and for other purposes.

To amend chapter 44 of title 18, United States Code, to define State of residence and resident, and for other purposes.

To amend title X of the Public Health Service Act to prohibit family planning grants from being awarded to any entity that performs abortions, and for other purposes.

To require the Secretary of Health and Human Services to award grants to pregnancy-help organizations.

To amend the Animal Health Protection Act with respect to the importation of live dogs, and for other purposes.

To provide resources for United States nationals unlawfully or wrongfully detained abroad, and for other purposes.

To require the Secretary of Energy to establish a Nuclear Fuel Security Program, expand the American Assured Fuel Supply Program, and submit a report on a civil nuclear credit program, and for other purposes.

To treat certain liquidations of new motor vehicle inventory as qualified liquidations of LIFO inventory for purposes of the Internal Revenue Code of 1986.

To direct the Secretary of the Interior to reissue a final rule relating to removing the Greater Yellowstone Ecosystem population of grizzly bears from the Federal list of endangered and threatened wildlife, and for other purposes.

To remove legal impediments preventing construction of a border barrier along the international border between the United States and Mexico, improve the construction requirements for such barrier, make previously appropriated funds available for constructing such barrier until expended, and for other purposes.

To amend the Internal Revenue Code of 1986 to remove silencers from the definition of firearms, and for other purposes.

To appropriate $25,000,000,000 for the construction of a border wall between the United States and Mexico, and for other purposes.

To simplify the grant process for nonurbanized areas, and for other purposes.
