Recognizing Hispanic Restaurant Week and the contributions of Hispanic restaurant owners and employees to the restaurant industry.

To amend the Higher Education Act of 1965 to provide for deferment on the repayment of loans for borrowers who are victims of sex-based harassment, and for other purposes.

To amend the Voting Rights Act of 1965 to revise the criteria for determining which States and political subdivisions are subject to section 4 of the Act, and for other purposes.

To amend title XVIII of the Social Security Act to clarify the application of the in-office ancillary services exception to the physician self-referral prohibition for drugs furnished under the Medicare program.

To amend the Fair Labor Standards Act of 1938 to prohibit employers from paying employees in the garment industry by piece rate, to require manufacturers and contractors in the garment industry to register with the Department of Labor, and for other purposes.

To increase child care options for working families and support child care providers.

To amend title XVIII of the Social Security Act to ensure appropriate cost-sharing for chronic care drugs under Medicare part D.

To reauthorize the Virginia Graeme Baker Pool and Spa Safety Act, and for other purposes.

To direct the Administrator of the Federal Emergency Management Agency to establish a pilot grant program for mobile pet shelters during emergencies and major disasters.

To protect minors from premature waiver of their constitutional rights during a custodial interrogation, and for other purposes.

To provide for the long-term improvement of public school facilities, and for other purposes.

To provide definitions of terms and services related to community-based gang intervention to ensure that funding for such intervention is utilized in a cost-effective manner and that community-based agencies are held accountable for providing holistic, integrated intervention services, and for other purposes.

To amend the Internal Revenue Code of 1986 to allow workers an above-the-line deduction for union dues and expenses and to allow a miscellaneous itemized deduction for workers for all unreimbursed expenses incurred in the trade or business of being an employee.

To secure the Federal voting rights of persons when released from incarceration.

To amend the Omnibus Crime Control and Safe Streets Act of 1968 to provide that COPS grant funds may be used for local law enforcement recruits to attend schools or academies if the recruits agree to serve in precincts of law enforcement agencies in their communities.
