To amend title 18, United States Code, to prohibit a Federal firearms licensee from selling or delivering certain semiautomatic centerfire rifles or semiautomatic centerfire shotguns to a person under 21 years of age, with exceptions for active duty military personnel and full-time law enforcement officers, and for other purposes.

To require federally licensed firearms manufacturers, importers, and dealers and their employees to undergo training to be eligible to sell a firearm, to require a notice to be posted at retail firearms locations that describes the signs of unlawful firearms purchases, to require such licensees to maintain physical security elements to prevent theft and a minimum level of business liability insurance, and for other purposes.

Expressing the sense of the House of Representatives that the Food and Drug Administration has the authority to approve drugs for abortion care.

To require the Secretary of Energy to provide technology grants to strengthen domestic mining education, and for other purposes.

To establish a National Center to Stop the Import of Illicit Synthetic Drugs.

To amend chapter 44 of title 18, United States Code, to strengthen the background check procedures to be followed before a Federal firearms licensee may transfer a firearm to a person who is not such a licensee.

To protect a person’s ability to determine whether to continue or end a pregnancy, and to protect a health care provider’s ability to provide abortion services.

To direct the Secretary of Health and Human Services to carry out a national project to prevent, diagnose, treat, and cure Parkinson’s, to be known as the National Parkinson’s Project, and for other purposes.
