To amend the Magnuson-Stevens Fishery Conservation and Management Act to reauthorize the bycatch reduction engineering program and establish the Bycatch Mitigation Assistance Fund.

To establish an Ambassador-at-Large for the Arctic Region.

To direct the Secretary of Transportation to issue a notice of proposed rulemaking with respect to categorical exclusions of the Maritime Administration, and for other purposes.

To amend the Alaska Native Claims Settlement Act to provide that Village Corporations shall not be required to convey land in trust to the State of Alaska for the establishment of Municipal Corporations, and for other purposes.

To amend title 54, United States Code, to authorize the provision of technical assistance under the Preserve America Program and to direct the Secretary of the Interior to enter into partnerships with communities adjacent to units of the National Park System to leverage local cultural heritage tourism assets.
