To ensure that irresponsible corporate executives, rather than shareholders, pay fines and penalties.

To amend title 10, United States Code, to require the Secretary of Defense to disclose standards for implementation of the modular open system approaches for contracts of the Department of Defense, and for other purposes.

To require the Secretary of Defense to include maximum production rates for procurement of goods in budget materials, and for other purposes.

To modify the definitions of congressional committees under the Leahy laws.

To amend title 10, United States Code, to prohibit Department of Defense special Government employees from obligating or expending Federal funds while carrying out their official duties, and for other purposes.

To require the Defense Logistics Agency to allow contractors to use additive manufacturing for spare parts for the Department of Defense, and for other purposes.

To enhance civil penalties under the Federal securities laws, and for other purposes.

To amend the Federal Election Campaign Act of 1971 to apply the restrictions on the use of campaign funds for personal use to the funds of leadership PACs and other political committees, to clarify the treatment of certain coordinated expenditures as contributions to candidates, to require the sponsors of certain political advertisements to identify the source of funds used for the advertisements, and for other purposes.

To amend the Federal Election Campaign Act of 1971 to treat certain foreign-owned corporations and business organizations as foreign nationals for purposes of the ban on campaign activity, to prohibit foreign-affiliated section 501(c)(4) organizations from making contributions to super PACs or disbursing funds for independent expenditures or electioneering communications, to amend the Foreign Agents Registration Act of 1938 to reform the procedures for the registration of agents of foreign principals under such Act, and for other purposes.

To amend the Internal Revenue Code of 1986 to make certain temporary provisions relating to the child tax credit permanent, to make such credit fully refundable, and to increase the corporate tax rate.

To enact House Resolution 895, One Hundred Tenth Congress, (establishing the Office of Congressional Ethics) into permanent law.

Expressing support for the designation of July 30, 2024, as National Whistleblower Appreciation Day.

To require the Secretary of the Interior to annually submit to Congress, and make publicly available on a website, a report on decommissioning offshore oil and gas wells, platforms, and pipelines.

To require digital social companies to adopt terms of service that meet certain minimum requirements.

To amend title XXVII of the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code of 1986 to ensure cost sharing for a drug does not exceed the nationwide average of consumer purchase prices for such drug.

To amend title 18, United States Code, to establish a uniform 2-year post-employment ban on the lobbying of any officer or employee of the executive branch or any Member, officer, or employee of Congress by former executive branch officials and former Members, officers, and employees of Congress, and for other purposes.

To amend the Lobbying Disclosure Act of 1995 to create a unique identification number for registered lobbyists, and for other purposes.
