Territories Health Equity Act of 2025

To amend the Richard B. Russell National School Lunch Act to reauthorize the farm to school program, and for other purposes.

To amend title 49, United States Code, to grant the United States Virgin Islands and Puerto Rico eligibility to issue commercial driver’s licenses, and for other purposes.

To provide a set-aside of funds for the territories under the health profession opportunity grant program under section 2008 of the Social Security Act, to make the Commonwealth of the Northern Mariana Islands eligible for the grants, and for other purposes.

To modify the special rules for Haiti under the Caribbean Basin Economic Recovery Act, to extend preferential duty treatment program for Haiti under that Act, and for other purposes.

To establish within the legislative branch a Congressional Task Force on Voting Rights of United States Citizen Residents of Territories of the United States.

To direct the Secretary of Commerce to submit to Congress a report containing an assessment of the value, cost, and feasibility of a trans-Atlantic submarine fiber optic cable connecting the contiguous United States, the United States Virgin Islands, Ghana, and Nigeria.

Expressing support for the designation of the last Tuesday of April each year as APOL1–Mediated Kidney Disease (AMKD) Awareness Day.

To amend the Rural Electrification Act of 1936 to improve access to broadband telecommunications services in rural areas, including by encouraging the provision of broadband loans and grants to increase broadband service in rural ports, and for other purposes.

To amend the Internal Revenue Code of 1986 to modify the residence and source rules to provide for economic recovery in the possessions of the United States.

To amend the Internal Revenue Code of 1986 to cover into the treasury of the Virgin Islands revenue from tax on fuel produced in the Virgin Islands and entered into the United States.

To amend the Internal Revenue Code of 1986 to provide that certain bona fide residents of the Virgin Islands who are shareholders of corporations organized under the laws of the Virgin Islands are not treated as United States persons for purposes of determining certain inclusions in gross income with respect to such corporations.

To amend the Internal Revenue Code of 1986 to modify the residence and source rules to provide for economic recovery in the possessions of the United States.

To amend the Internal Revenue Code of 1986 to modify the source rules for personal property sales in possessions of the United States.

To amend titles XVIII and XIX of the Social Security Act to make improvements to the treatment of the United States territories under the Medicare and Medicaid programs, and for other purposes.

To amend title 1, United States Code, to provide for a definition of the term State and to include territories therein, and for other purposes.

To amend the Internal Revenue Code of 1986 to modify the source rules to provide for economic recovery in the possessions of the United States.
