To amend the Internal Revenue Code of 1986 to modify the cover over of certain distilled spirits taxes.

Encouraging Americans to recognize the historical significance of Emancipation Day to the Virgin Islands of the United States and the Nation.

To amend the Horse Protection Act to designate additional unlawful acts under the Act, strengthen penalties for violations of the Act, improve Department of Agriculture enforcement of the Act, and for other purposes.

To provide for the adoption of the Revised Organic Act of the Virgin Islands as the constitution of the United States Virgin Islands.

To provide for no net increase in the total acreage of Federal land in the Virgin Islands National Park on St. John, United States Virgin Islands.

Acknowledging that the United States Supreme Court’s decisions in the Insular Cases and the territorial incorporation doctrine are contrary to the text and history of the United States Constitution, rest on racial views and stereotypes from the era of Plessy v. Ferguson that have long been rejected, are contrary to our Nation’s most basic constitutional and democratic principles, and should be rejected as having no place in United States constitutional law.

Recognizing the designation of the week of April 11 through April 17, 2023, as the sixth annual Black Maternal Health Week to bring national attention to the maternal health crisis in the United States and the importance of reducing maternal mortality and morbidity among Black women and birthing persons.

To protect a person’s ability to determine whether to continue or end a pregnancy, and to protect a health care provider’s ability to provide abortion services.

To amend chapter 44 of title 18, United States Code, to strengthen the background check procedures to be followed before a Federal firearms licensee may transfer a firearm to a person who is not such a licensee.

Supporting the goals and ideals of National Women’s History Month.

To prohibit the application of certain restrictive eligibility requirements to foreign nongovernmental organizations with respect to the provision of assistance under part I of the Foreign Assistance Act of 1961.

To amend the Food and Nutrition Act of 2008 to repeal the limitation on the maximum deduction for shelter expenses allowable for determination of benefits under such Act.

To provide a set-aside of funds for the territories under the health profession opportunity grant program under section 2008 of the Social Security Act, to make the Commonwealth of the Northern Mariana Islands eligible for the grants, and for other purposes.

To amend the Fair Labor Standards Act of 1938 to provide more effective remedies to victims of discrimination in the payment of wages on the basis of sex, and for other purposes.

To modernize the business of selling firearms.
