To amend the Higher Education Act of 1965 to provide for additional uses of funds for grants to strengthen historically Black colleges and universities, and for other purposes.

Expressing support for the designation of October 1, 2023, as National Animal Rescue Day to create awareness of the importance of animal adoption, to educate on the importance of spaying and neutering animals, and to encourage animal adoptions throughout the United States.

To ensure greater equity in Federal disaster assistance policies and programs by authorizing an equity steering group and equity advisor within the Federal Emergency Management Agency, improving data collection to measure disparate outcomes and participation barriers, requiring equity criteria to be applied to policies and programs, and for other purposes.
