To require the Subcommittee on Ocean Science and Technology of the National Science and Technology Council to establish the Interagency Working Group on Coastal Blue Carbon, require the Interagency Working Group to produce a national map and inventory of coastal blue carbon ecosystems, require the Administrator of the National Oceanic and Atmospheric Administration to carry out pilot programs to protect intact and restore degraded coastal blue carbon ecosystems, require the Secretary of the Smithsonian Institution to establish the Coastal Carbon Data Clearinghouse, require the Administrator to seek to enter into an agreement with the National Academies of Science, Engineering, and Medicine to conduct an assessment regarding geologic stores of carbon dioxide, require the Administrator to establish the Coastal Blue Carbon Inventory Program, and require the Administrator to conduct a national assessment to quantify the carbon sequestration potential of coastal blue carbon ecosystems.

To provide for a limitation on funds for Afghanistan.

To promote the leadership of the United States in global innovation by establishing a robust patent system that restores and protects the right of inventors to own and enforce private property rights in inventions and discoveries, and for other purposes.

To establish effluent limitations guidelines and standards and water quality criteria for perfluoroalkyl and polyfluoroalkyl substances under the Federal Water Pollution Control Act, and for other purposes.

To prohibit transportation of any alien using certain methods of identification, and for other purposes.

To amend the Federal Lands Recreation Enhancement Act to require the acceptance of cash payments for entrance fees at units of the National Park System.

To provide for the effective use of immigration detainers to enhance public safety.

To require the Inspector General of the Department of Housing and Urban Development to testify before the Congress annually, and for other purposes.

To place the Financial Stability Oversight Council and the Office of Financial Research under the regular appropriations process, to provide for certain quarterly reporting and public notice and comment requirements for the Office of Financial Research, and for other purposes.

To prohibit actions to carry out the Department of Commerce’s pause in the issuance of new export licenses for certain exports under the Commerce Control List.

To amend the McKinney-Vento Homeless Assistance Act to meet the needs of homeless children, youth, and families, and honor the assessments and priorities of local communities.

To extend the statute of limitations for fraud by individuals under the COVID–19 unemployment programs.

To require the Director of the Office of Management and Budget to approve or deny spend plans within a certain amount of time, and for other purposes.

To prohibit Federal funding for the Special Presidential Envoy for Climate.

To amend the National Housing Act to authorize insurance of certain mortgages to finance repairs and improvements to condominium projects, and for other purposes.

To prohibit the Secretary of State from issuing a passport, passport card, or Consular Report of Birth Abroad that includes the unspecified (X) gender designation, and for other purposes.

To exempt small seller financers from certain licensing requirements.

To require the Secretary of Energy to submit a report on radioactive isotope dependency and how advanced nuclear reactors can reduce such dependency.

To amend the Horse Protection Act to designate additional unlawful acts under the Act, strengthen penalties for violations of the Act, improve Department of Agriculture enforcement of the Act, and for other purposes.

To require the President to suspend the entry of aliens into the United States when the average number of encounters exceeds a certain number, and for other purposes.
