To amend the Small Business Act to increase the Governmentwide goal for participation in Federal contracts by small business concerns owned and controlled by service-disabled veterans.

To amend the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to include representation of the State of Georgia on the Citrus Disease Subcommittee of the Specialty Crops Committee, and for other purposes.

To require the Secretary of Defense to provide housing accommodations for members of the Armed Forces and their dependents who are on military housing waitlists.

To amend title 10, United States Code, to develop requirements for military tenant advocates for privatized military housing, and for other purposes.

To require the Administrator of the Federal Aviation Administration and the Secretary of Energy to exercise leadership in the creation of Federal and international policies relating to the safe and efficient use of hydrogen to increase aviation decarbonization and reduce air and noise pollution, and for other purposes.

To encourage the use of hydrogen in the aviation sector, and for other purposes.
