To amend the FAA Reauthorization Act of 2018 to reauthorize aviation workforce development programs, and for other purposes.

To amend the Internal Revenue Code of 1986 to provide a charitable deduction for the service of volunteer firefighters and emergency medical and rescue personnel.

To amend title 49, United States Code, to require certain air carriers to provide reports with respect to maintenance, preventive maintenance, or alterations, and for other purposes.

To direct the Bureau of Labor Statistics to prepare and publish a Consumer Price Index for Rural Consumers, and for other purposes.

Recognizing it is the congressional intent of the Affordable Care Act that enhanced Federal medical assistance percentage funds are to be directly shared with the counties in States with a Medicaid local share requirement.

To direct the Secretary of Health and Human Services to establish a website to promote awareness of available resources for individuals with disabilities, and for other purposes.
