To amend the Higher Education Act of 1965 to increase the knowledge and skills of principals and school leaders regarding early childhood education.

To direct the Comptroller General of the United States to conduct a study on existing programs, rules, and authorities that enable or inhibit wildfire mitigation across land ownership boundaries on Federal and non-Federal land.

To amend the Public Health Service Act to enhance and reauthorize activities and programs relating to autism spectrum disorder, and for other purposes.

To provide for the reallocation of certain grant funds from jurisdictions that do not allow for consideration the danger, risk, or threat an individual poses to the community when determining bail or pretrial release or that have in effect a policy providing for the sealing of certain criminal records.

To direct the Secretary of Agriculture, the Secretary of the Interior, and the Secretary of Homeland Security to carry out a quadrennial fire review, and for other purposes.

To direct the Secretary of Commerce to develop a national strategy regarding artificial intelligence consumer literacy and conduct a national artificial intelligence consumer literacy campaign.

To amend the Public Health Service Act to reauthorize a lifespan respite care program.

To allow States to require payment of State fees related to boating as a condition for issuance of a vessel number and to collect such fees in conjunction with other fees related to vessel numbering.

To amend the Public Health Service Act to establish the Substance Use Disorder Treatment and Behavioral and Mental Health Workforce Scholarship Program, and for other purposes.

To require the Administrator of the Federal Emergency Management Agency to reimburse public employee retirement systems for accidental disability retirements and accidental deaths resulting from the September 11, 2001 attacks on the World Trade Center.

To establish the Northern Border Coordination Center, and for other purposes.

To amend the Internal Revenue Code of 1986 to allow employers to deduct certain transportation fringe benefits.

To authorize proceeds from any sale or any moneys forfeited under the Controlled Substances Act to be used for the Substance Use Prevention, Treatment, and Recovery Services Block Grant, and for other purposes.

To direct the Comptroller General of the United States to report to Congress on the compliance under the Architectural Barriers Act of 1968 of all office buildings under the jurisdiction, custody, or control of the General Services Administration, and for other purposes.
